Russian foreign intelligence today is represented by the Russian Foreign Intelligence Service. This is one of the key forces that ensure the security of citizens of the Russian Federation and the country as a whole from threats emanating from other states, organizations and individuals. The abbreviated name of the organization is SVR of Russia.

Description of the department

The work of the service is to search and report to the President of the Russian Federation, providing complete and correct information about military, economic and other foreign policy situations and sentiments. Based on all the data received, decisions are made to ensure the safety of citizens and the entire country.

The received data is processed, the information is reported directly to the President of the Russian Federation, to whom the Russian Federal Foreign Intelligence Service reports. The President of the country has the right to remove and appoint a director of the service, who is responsible for the timeliness of the information provided, as well as its reliability.

The main law regulating the work of the intelligence service was adopted in 1996. After the adoption of the Law on Foreign Intelligence, various amendments and changes were made to it from time to time. The date of foundation of the service in Russia can be considered the end of 1920.

History of foreign intelligence

Today it is impossible to name the exact date of the appearance of intelligence activities in Russia. Intelligence was modified and renamed, but it was always there. The history of Russian foreign intelligence (in more or less modern form) dates back to approximately 1918.

It was then, after the victory in the October Revolution, that the need arose to protect the country’s interests in foreign policy at the proper level. For the then leadership of the country, it was a vital necessity to have complete and reliable information about the situation in the world and the balance of power (enemies and allies).

It is clear that no negotiations would have made it possible to find out such data, so the task was set: to create a foreign intelligence unit under the leadership of the Chairman of the Cheka, F. E. Dzerzhinsky. Yakov Davydov became the head of the division. The primary task of the manager was to develop a staff work plan and a departmental activity plan. Subsequently, the name and structure of the unit changed several times, but all the main functions of the intelligence service were preserved.

November 1991 marked the starting point for the intelligence agency to become an independent agency. After the procedure for intelligence to leave the KGB structure, the structure was renamed and reorganized. At the end of winter 1991, by decree of the President of the RSFSR, an independent organization was formed - an external intelligence service. The old division did not undergo any significant changes, except for a change of name.

Soon the service was renamed again, intelligence began to be called the SVR of Russia. Yevgeny Primakov, who previously held a similar position in the Soviet Union, came to the post of director of the special service. Primakov was given the task of developing the type, staff and system of work of the new organization within a week. At the beginning of 1992, the President of the Russian Federation added positions to the staff and appointed deputy directors of the special service.

In fact, all occupied positions of the USSR Central Social Research Center were simply transferred to the new structure. The only newcomer was Lieutenant General Ivan Gorelovsky, who took over the tasks of the administrative and economic direction.

Over the course of its operation, the department has changed more than 20 chapters and many names. In 1991, Yevgeny Primakov took over the post; in 1996, he was replaced in 2000 by the head of Russian foreign intelligence, who appointed Sergei Lebedev as director of the SVR. In 2007, Mikhail Fradkov assumed the position of director. Since October 5, 2016, the post has been held by Sergei Naryshkin.

Legislation

The Russian Foreign Intelligence Service is regulated by several laws and amendments to them. The first and still fundamental law “On Foreign Intelligence” appeared after the collapse of the USSR, in the summer of 1992. Today, a new document from 1996 is in force, with amendments made in 2000, 2003, 2004 and 2007.

Additionally, the activities of the service are regulated by laws and amendments to them: “On Defense”, “On the Status of Military Personnel”, “On State Secrets”, “On Operational-Investigative Activities” and some others. Also, the intelligence service is guided and operates in accordance with the Constitution of the Russian Federation.

Service Tasks and Tools

The main functionality performed by Russian foreign intelligence today is:

  1. Creating an environment that will support the successful implementation of the Russian Federation’s political plans.
  2. Support and creation of favorable conditions for the economic, military, scientific and other plans of the Russian Federation.

General management is exercised by the president, and all departments report to the director of foreign intelligence.

Structure of the intelligence service

At the moment, Russian foreign intelligence includes various services and departments that perform the functions of rapid response, analytics and information collection. Only the structure of the central apparatus of the service is relatively widely known. Other divisions, including regional ones and in other countries, exist, but are strictly classified. The management of the intelligence service is represented by a director, a board, deputies, as well as various departments and services that provide all the functionality of the work.

The head of Russian foreign intelligence reports to the President of the country and manages all divisions of the service. Today there is a misconception that two important structures that ensure the security of citizens and the country - the FSB and Russian foreign intelligence - quite clearly divide their responsibilities among themselves. What is the salary in the FSB in 2019

Compared to other departments, the FSB has the highest rates. Thus, in the period from 2013 to 2019, the income of an agency employee increased by an average of 30-50%. The increase affected both contract employees and those whose service is associated with the border troops. However, the economic crisis has affected the FSB, and salary increases are not expected in 2019-2020. However, department employees will receive a raise that will increase income by 6%. In particular, it is expected to introduce payments for children, as well as payment of travel costs during vacation.

Depending on the degree of risk, possible service-related injuries are compensated from the federal budget. The amount of the allowance will be determined depending on the salary that the employee is entitled to in accordance with his position, as well as the salary rate. It is planned to adopt a new law that will significantly increase the salaries of department employees.

However, the crisis has made its own adjustments, and the increase may have to wait. High inflation could cause the government to freeze its plans. In addition, there are persistent rumors that the department is expecting a wave of layoffs. At the moment, it is planned that military personnel holding high positions will receive an increase over three years, which will increase their salaries by 7%, and those who occupy low ranks will receive an increase of 5%.

What are the rates at the FSB?

In order for the picture to finally become clearer, let’s look at what rates are in effect today in this department. At the moment, the salary of officers who belong to the highest rank ranges from 48,000 - 52,000 per month.

  • detective - 31,000;
  • head of a territorial unit - 34,000;

  • junior officers - 24,000;
  • radio technicians have a salary of 18,000;
  • Ordinary positions – 12,000.

Employees who are on contract service have the following rates:

  • senior officers (marshals, generals, admirals) - 27,000 - 30,000;
  • Colonel General has a salary of 25,000;
  • colonel or captain - 13,000;
  • lieutenant colonel - 12,000;
  • rank of lieutenant from 11,000;
  • warrant officers - 10,000.

The FSB has many divisions. In particular, this department includes the border troops. Since this service is often associated with a risk to life, the salary level here is different. However, the requirements for hiring are very high. So, in order to get the position of a border guard, you must complete military service.

The age limit is also strict. This is from 18 to 40 years old. In addition, it is necessary to undergo serious psychological testing. What are the pensions in the FSB?

The government plans to increase the size of military pensions. However, one should not expect a big increase. No more than 5 or 6%. Pension increases will be carried out twice. First they will increase the coefficient, and then add 5%. Military personnel receive an increase in their pension depending on their length of service. Every year pensions increase from 5 to 10%. On average, this is almost 50% of income.

Should FSB employees expect a salary increase in 2019?

Since 2013, a plan has been implemented that is designed to improve the material conditions of the military. At that time, FSB employees received large increases, which amounted to approximately 30-50%. This is partly due to the fact that the Ministry of Internal Affairs increased police salaries. The difference among department employees turned out to be almost 20,000 rubles. In this regard, we cannot expect a significant increase in salaries for security agencies in 2019-2020.

Thus, the amount of income will remain the same, but the military, police, employees of the drug control agency, and the Federal Penitentiary Service will receive an increase of 5.5%. For this purpose, the government is allocating an amount of 40 billion rubles. It is expected that the increase will be in effect from October. In addition, the law, which has been in force since 2014, allows employees to increase their salaries depending on the conditions under which they serve. Therefore, the increase in salaries in the FSB will most likely be significant.

In my 5th year (2006), they called me and offered to talk about future employment in the Foreign Intelligence Service. Their personnel officers sat right at our university, in a separate office.

In general, all of their offices - this and subsequent ones - were in a terrible state in terms of the complete lack of modernity in them. So, the personnel officer lit a cigarette and began his propaganda conversation in a friendly way, in which, as I expected, he was interested in absolutely nothing about my personality, but had one goal - to send me to the commission as a private. Standard question: “Where after college, you know? Nobody needs you!” After several meetings with him, he eventually carefully hinted that I had no use for this boring service at all. But I didn’t listen to him, and decided to go through the commission, especially since these results could also be submitted later to the FSB. In response to this decision, he referred me to the personnel officer already at their facility, from whom I received all the directions.

What does the commission in the SVR consist of:

1. Medical examination at the place of registration with passing through all paid dispensaries.
2. Medical examination in Moscow (Central Military Medical Commission of the Central Military Medical Commission).
3. Psychological testing.

Naturally, the first two points are completed without any problems, not even counting the fact that you need to invest a little money in dispensaries. It's just all tedious and time-consuming. While you find them, while you wait in line... At best, it will take 2 months.

We need to talk more about the third point. It consists of three days.

First day

This is computer testing. The personnel officer said that this was a terrible 6-hour test, after which people don’t remember their names and collapse exhausted. In fact, this is complete bullshit. We had these tests in some very old version, still on a blue screen in the MS-DOS environment (although the whole world and country had long lived at a higher level, and salaries there were above average). The questions there, as you know, are ordinary, but tricky: with traps, not obvious, etc. (for example, “Do you sometimes feel superior to others?” or “Do you answer emails right away?” - the correct answer is “No”) As I understand it, the only way to pass this test is to know the questions and answers in advance. Honesty and IQ are not needed here and nothing at all is needed. You need to know the right answers. As for fatigue and everything that the personnel officer caught up with, there is no trace of anything like that. Yes, I already knew that he was a service liar.

Second day

In the same building, a live psychologist gives you individual tests. Everything is usual: we choose colors, look at blots, draw pictures - all this tinsel of theirs. One on one, the atmosphere is extremely calm and favorable. But in the Soviet way - a dusty little office, a wooden table and a chair. No posters or special devices. The feeling that you are not with a psychologist, but with a tutor.

The third day

The building where the CVVC takes place has its own psychologist. This is the so-called conversation with a psychologist. Initially, I thought that it would be a separate office, where we would sit on opposite sides of the table and talk about something in a calm atmosphere, and he would gently “punch me through.” But in reality it looked like this: the office was small, and there was an old table and chair in it. When I entered, the woman rudely pointed to a chair and immediately said something nasty about me. I made a polite face and replied that I was ready and you could ask me. To this, the woman raised her voice and shouted boorishly that I should tell her here. I finally calmed down and, with a devil-may-care attitude, recounted to her my autobiography, which I had already written to them several times. Here the woman finally turned her head on and began asking free questions, scribbling down a couple of A4 sheets. I answered them politely and soon left, leaving the most unpleasant impression of her.

It should be noted that in this free conversation I told her about the books I had read and what they were about. About my mediocre hobbies while studying at the institute. About the girls I dated. They didn’t have to suspect me of excessive consumption of alcohol or drugs, robberies and fights, because this really didn’t happen (well, unless it was alcohol, and then on vacation).

I didn't take any lie detectors. I did not receive any telephone notifications.

After some time, I recruited a personnel officer myself. He politely said that I had no health problems. But I didn’t go through a psychologist. Without explaning the reason.

That's all. For six months I went to doctors, paid money, racked my brains over tests, went to all the meetings with them only to hear: “Something didn’t work out for you there.” I gave up and got a job in an ordinary commercial company.

Later I learned that some of ours had passed. But these were not the best, but quite ordinary people, and later they did not speak very well of their choice. Although I think it’s in vain.

What can I recommend here:

It is important to remember that no one here needs your personality. You are a private and no different from the rest. There is a presumption of unsuitability. And the fact that you are already five years old successfully keep your defenses against the attacks of senile professors, for them absolutely nothing.
- all the psychologist’s questions must be answered stupidly: I live at home, watch TV; In my free time I bench press weights and date my girlfriend. All. What you read, where you go, what you can do - these are all your disadvantages. Because a good employee is an obedient employee without any leftist thoughts in his head.
- they say that there are no right and wrong answers. This is not true, because everything is built only on right and wrong. There is no need to hope that if you show them your special skills, then you may be assigned to some other position. You are more likely to be eliminated, because there is no shortage of personnel there.
- on conversation grab at least a box of chocolates (or preferably an envelope). These people often work just like that.
- and most importantly: it’s better to really remember all these tips and try to apply them in practice. Otherwise, your pride will destroy you.

No one will ever force me to undergo psychological testing again. Even if it is not the SVR, FSB or FSO, but the same Ministry of Internal Affairs.

Everything stated in the story is intended to help me avoid mistakes in the future. All information was obtained legally and solely on the initiative of representatives of organizations.

10 (!!!) years have passed since then. No one is forgotten and nothing is forgotten. And one day, being unemployed, I receive an interesting call. The caller has an impressive voice and offers a job in communications with a salary of 70 thousand ($1000). When asked where he is from, he answers that it is “Special Communications”. This is an organization based on the FSO with headquarters in the very center of Moscow. I have known about it for a long time and even cast fishing rods several times. Therefore, with great desire I agree to meet.

The meeting takes place on neutral territory, in the Alexander Garden under the Kremlin wall. The older man is polite, looks neat and even wears a tie. While we are walking to the place, he carries on a casual conversation and answers questions about his activities evasively. The offer to go to a place convenient for us using our ID is countered. And as soon as we sit down to talk, the cards are revealed - this is an ordinary recruiter of the Foreign Intelligence Service. At this moment, I cannot react adequately, especially since I have already arrived and prepared for the best. The adequacy in this case is to spit and leave without saying goodbye. And I start a conversation.

Over the next two hours, I listen to a wonderful story about the best place to work in the world. The imagination pictures life in terms of a high and uninterrupted salary, provision of housing from the very beginning, official transport, rapid career growth, business trips around the world, a decent pension and, most importantly, an interesting job on modern equipment in the central administration. Correct, stable and good life. There is often a call to serve the Motherland. But I mistakenly chalk it up to old school HR. Past psychological problems with the device seemed to go away with time. Only a fool would not agree to this. And I, of course, agree. And a few hours after the meeting, a clear realization comes to me that he simply deceived me.

And from home I call my old friend, who has been serving there for a long time as an engineer. Suddenly it turns out that he gave up the service, like my second acquaintance for a long time. What's the matter? Where is the deception? There is no deception in the salary. They really pay decent money there. There is also career growth. Here's the rest:


  • housing is a military mortgage after 10 years of service;

  • business trips - in conditions of very meager provision, with food at your own expense and sometimes even additional payment for housing;

  • medical care - ordinary, military level;

  • interesting work - on equipment from the times of the Soviet Union;

  • working conditions - in the environment of the same SS;

  • no personal trips abroad during and at least even 5 years after service;

  • There will be no ID at all! If you find yourself in a bad situation, you will be to blame for it;

  • the pension is not much higher than the military one.

And the most important thing is that from the moment the contract is signed, life gains total control. Starting from your social circle, events and right down to choosing a wife. You become not just a screw in the system, a stupid soldier. You must obey your master. Disobedience is fraught with penalties. It is easier to cut off all foreign contacts and many other events than to report on them. No suggestions for improvement will be accepted. Having lived such a life, in addition to retirement, you will also earn good money. But you will have to spend your income either on housing or on a good car. Clothes and food. And that's all. Perhaps there are more advantages to operational work. But whatever you say, there is not and will not be anyone higher than a sufficient number of thieves. It has its own kitchen.

By the way, I found out that a conversation with a psychologist is not a spontaneous event. The psychologist studies the results of previous tests in advance and tries to confirm or refute them. A woman’s screams in my regard are, with 99% probability, a common reaction test. This was confirmed by my friend. However, their professionalism is a minus, first of all, for the candidate. So, for example, if a psychologist hears the word “depression” in your regard, then for him this will mean a serious medical diagnosis, and not, as we are used to, a short-term loss of interest in life. And they won't think that you simply misinterpreted the meaning of the word.

It turns out that the man deceived me twice in the best traditions of the worst HR managers in business. The first time is where he comes from; the second time - talking about work. Is it worth starting your service with deception? You can play your secret games among yourself as much as you like; but as long as we are not employees, deception is deception. It's very ugly.

And again, it is proposed to undergo six months of complex and costly medical and psychological testing from start to finish, without any help or consultation. Now at my own expense, without the same student card on the metro. And as a result, you will receive the hypocritical phrase that is already familiar to me: “You are healthy. But something didn’t work out with the psychologist there... good luck!” Conscience is not about them.
